Breakout rooms allow you to split your meeting in separate sessions.
The meeting host can choose to split the participants of the meeting into these separate sessions automatically or manually, and can switch between sessions at any time.
The short answer is no. However, breakout rooms are available for Education.

Microsoft Teams does not have Breakout rooms for the general public, yet. They are planning to introduce and announced in May 2020 that breakout rooms is a top priority feature.
