A standard Teams meeting for people in a video or audio call can handle 250 concurrent users. Teams will show four active videos, and automatically switches to the people who are actively speaking.
Microsoft has a feature in the road-map that will allow for additional videos to appear. I’m not sure what that number will be, but most likely it will be greater than four. The update is supposed to be released in April 2020 and it will increase the number of active video windows from 2x2 (4) to 3x3 (9) at a time.

Teams Live Events can handle 100,000 concurrent user, but may require approval from Microsoft (formerly 10,000 but was recently increased due to COVID-19).
Microsoft increased the limited to 100,000 only until July 1st. Teams Live Event is the perfect tool to host a large virtual video conference. With Zoom you have to by the large plan or webinar option.
With Teams you can have up to 9 presenters. The limitation is only one presenter can be broadcasted live at a time and your attendees cannot be seen or heard (if you needed audience participation).
You can get audience participation with chat, questions or by using a third-party tool like asking them to tweet live.
Before doing a Teams Live Event you need to know how to run a meeting in Teams. Understand the difference between muting microphone and speaker, as well as general video conference etiquette.
Tip from a Teams Video Conferencing User
We just held our first live event! We had 50 attendees. It was pretty easy to pull off but we did hold two test live events prior to get the producer role and the Q&A moderator role down. We had three presenters and producer/moderator.
Stream is an external software based encoder that is required for a Teams Live Event. For more details on how to do a Teams Live Event visit Microsoft's docs.
